Context Since Hong Kong turned into a Colony

Despite the suitability of the deep harbour, Hong Kong is not really an ideal place for settle.Especially the remote and mountainous island can only provide very limited buildable land. Notwithstanding that Hong Kong has a total area of 1106 km2 (Singapore 721.5 km2 and Calgary 825.3 km2), the availability of buildable land for housing is only about 7%.

This was the typical first impression of British when abroad onto Hong Kong :「Theclimate was unhealthy, and the nature of the terrain would prevent the growth of a sizeable town, … The conditions for commercial prosperity were absent, and in any case the harbour was filling with silt. I have in vain sought for the valuable quality … I can see no justification for the British government spending one shilling on Hong Kong.」
